Sky News have reported that FA chief executive Mark Bullingham admits, the FA is expecting to be fined, for England captain Harry Kane wearing a One Love armband at the World Cup.
This is due to FIFA having a strict policy against adding political slogans to kits.
Mr Bellingham also revealed to Sky News that FIFA were yet to respond to the FA two months after a request was sent to wear the armband supporting equality.
“I think there’s a possibility that we might be fined. And if we are, then we’ll pay the fine.
“We think it’s really important to show our values. And that’s what we’ll be doing.”
The FA had received assurances that fans within the LGBTQ community would be safe to come to Qatar without fear of persecution by Qatari authorities.
However the fear of possible discrimination meant “quite a few of our LGBTQ fans have decided not to come”, tells Bullingham.
England face Iran in their opening World Cup fixture on Monday with a 1PM BST kick off.
